[PROBLEMS] To provide a process for producing a polyurethane emulsion for water-based one-pack type coating materials which is safe for environmental preservation, is excellent in productivity and storage stability, and gives a coating film excellent in alkali resistance, solvent resistance, etc. [MEANS FOR SOLVING PROBLEMS] The process for producing a polyurethane emulsion for water-based one-pack type coating materials is characterized by reacting an organic diisocyanate (a1), a high-molecular polyol (a2), and a carboxylated low-molecular glycol (a3) to produce a carboxylated isocyanate-terminated urethane prepolymer (A), mixing the prepolymer (A) with a polyisocyanate (B) having a nonionic polar group, neutralizing the carboxy groups contained in the resultant system with a neutralizing agent (C), and then emulsifying the mixture in water to conduct a chain extension reaction with water or an amine.
