A non-oriented electromagnetic steel sheet having small degrees of variations in magnetic properties in a coil provided therein and exhibiting excellent magnetic properties at every part of the coil can be produced by carrying out a heating procedure to a temperature of 700˚C or higher at a temperature rising rate of 150˚C/s or more by a direct heating mode, subsequently carrying out a cooling procedure to a temperature of 700˚C or less, and subsequently carrying out a re-heating procedure to a soak temperature at an average temperature rising rate of 40˚C/s or less by an indirect heating mode in a non-oriented electromagnetic steel sheet production process, particularly in a primary recrystallization annealing step.
