In the present invention a storage unit (42) stores: production step information, which is information pertaining to a step for producing a product, and includes production capability information, which is information pertaining to the production capability possessed by a product production base; product design information, which is information pertaining to design of the product; and work-sharing plan information that includes information pertaining to a quantity or percentage of the product produced at the production base. A production step information acquisition means, a design information acquisition means, and a work-sharing plan information acquisition means respectively acquire the production step information, the product design information, and the work-sharing plan information from the storage unit (42). A required specifications extraction means extracts required specifications for the product from the production step information or the product design information. For each item of work-sharing plan information a required specifications suitability determination means compares the required specifications and the production step information or the product design information, and determines whether the required specifications satisfy a suitability condition. A display terminal (10) displays the result of the determination.
