A program development support device for supporting the development of a base program to be used in a plurality of electronic control devices, the program development support device making it possible to extract shared changed content executed during derivative program development, and to update the base program. This program development device has a difference extraction unit for the difference between the base program and the derivative program, and a difference extraction unit for the difference between multiple derivative programs. The program development device also has a change-difference-degree calculation unit for calculating the degree of difference in the change applied to the derivative program, on the basis of the difference between the base program and the derivative program, and the difference between the plurality of derivative programs.
