The present invention comprises: a parameter management unit (230) for managing parameters that include an operation mode setting (231) that indicates whether the operation mode of a programmable controller (10) is a running mode or a debug mode; and a character string data output unit (225) for outputting character string data on the basis of a message output instruction included in the program of the programmable controller (10). The message output instruction includes a first argument that specifies whether to execute instructions when the operation mode is a running mode or execute instructions when the operation mode is a debug mode. The character string data output unit (225) outputs character string data to a preset output destination, or does not output character string data, on the basis of the result of having compared the operation mode setting (231) with the first argument.
