The present application provides a programming apparatus and method, and a novel memory. The programming apparatus comprises a programming control unit and a programming unit; the programming control unit is configured to respond to a control clock, sequentially use, as a head unit, each valid memory unit in a row to be programmed, execute processing until all valid memory units are programmed, select the head unit and the valid memory units behind the head unit according to a predetermined number, configure the head unit and the valid memory units behind the head unit to be in a programmed state, and configure unselected valid memory units behind the head unit to be in an un-programmed state; and the programming unit is configured to program, according to a predetermined period, the valid memory units that are currently configured to be in the programmed state until all valid memory units are programmed. The present application selects the same number of partial units within any time period, can move the units in one row in sequence, and replaces the programmed units with the un-programmed units, thereby achieving the traversal of the whole row of the units to be programmed.
