A pump device and a plunger pump. The plunger pump comprises a reciprocating assembly (100) and a pump assembly (200); the reciprocating assembly (100) comprises a power source (110), a power shaft (120), and a reciprocating member (130); and the pump assembly (200) comprises a pump body (210) and a plunger (220). The pump body (210) is provided with a volumetric cavity (211) and a mounting cavity (214); during assembly, the plunger (220) is connected to the reciprocating member (130), the reciprocating member (130) cooperates with the power shaft (120), and the plunger (220) passes through the volumetric cavity (211) from one side of the mounting cavity (214), such that the reciprocating member (130) and the power shaft (120) are assembled in the mounting cavity (214). The power source (110) drives the power shaft (120) to drive the reciprocating member (130) to reciprocate in the axial direction, which drives the plunger (220) to reciprocate, and fluid is drawn into the volumetric cavity from a first channel (212) and is discharged from a second channel (213). In the present plunger pump, the reciprocating member and the power shaft are both arranged in the pump body, components and assembling steps are simplified, and miniaturization of the plunger pump is facilitated.
