Abstract:
This quality of experience optimizing device is provided with: a quality-related information database which stores quality information indicating a network quality, in conjunction with time information indicating the time at which the network quality was measured, and location information indicating the location at which the network quality was measured; an estimating means which acquires, from the quality-related information database, quality information satisfying certain conditions corresponding to a playback location, which is the location in which a video is to be played back, and a playback time, which is the time at which the video is to be played back, and estimates the network quality in the playback location and at the playback time, from the quality information; and a calculating means which calculates recommended values of video encoding conditions on the basis of the network quality estimated by the estimating means and encoding conditions available for the video, in such a way as to optimize the quality of experience with respect to the video.
