Abstract:
The objective of the invention is to reduce the consumption of network resources resulting from the occurrence of handovers having a low necessity or low importance. A radio base station which manages a first radio cell is provided with: a migration predicting unit which predicts whether or not a radio terminal connected to the first radio cell will migrate from the first radio cell to a second radio cell adjacent to the first radio cell; a communication state monitoring unit which monitors the communication state of the radio terminal; a radio link control unit which determines, in relation to the radio terminal, whether or not to suppress connections to the first radio cell or the second radio cell, on the basis of the communication state; and a communication unit which sends a notification to the radio terminal to suppress connections to the first radio cell or the second radio cell.
