To improve the quality of radio communications by eliminating an interference at the time of a diversity handover in an upstream transmission. An upstream quality measurement unit (11) measures the upstream data transmitted from a terminal, upon an upstream quality, i.e., the quality of the upstream data. A transmission possibility decision unit (12) decides the possibility of transmission of the upstream data, on the basis of the result of comparison between the upstream quality and a reference value, and transmits a transmission possibility signal. A transmission possibility signal reception unit (21) receives the transmission possibility signal transmitted from a plurality of base stations (10-1) to (10-n) connected by a diversity handover. In response to the transmission possibility signal, an upstream data transmission control unit (22) performs the transmission of the upstream data, only in case it recognizes that no base station denies the transmission.
