Abstract:
The present invention achieves radio resource control for a radio terminal, capable of meeting communication quality requirements on an end-to-end basis. A relay device installed on a communication path between a content transmitting device and a radio base station evaluates a communication quality relating to communications between the content transmitting device and a radio terminal, and generates control information for controlling the allocation of a radio resource to the radio terminal, on the basis of the communication quality, and the radio base station controls the allocation of the radio resource to the radio terminal on the basis of the control information.
