The provision of a framework for assisting positioning of a wireless router at a location that allows for higher received signal strengths when setting up the wireless router in a household for example has been desired. To this end, provided is a radio wave state broadcasting device, comprising: a signal strength receiving unit which receives a received signal strength of a communication device from the communication device; a location information acquisition unit which acquires location information indicating the location of the communication device; an expected value acquisition unit which acquires an expected value of the received signal strength in the location indicated by the location information; a signal strength comparison unit which compares the received signal strength received by the signal strength receiving unit with the expected value acquired by the expected value acquisition unit; and a broadcast information transmission unit which transmits broadcast information based on the result of the comparison by the signal strength comparison unit to the communication device and/or a communication terminal which is registered in advance in the communication device.
