Abstract:
In the present invention, a device that has detected a malfunction broadcasts an emergency stop instruction to devices which are within the same area and to which a safety telegraphic message is being circulated. Each of such devices circulates a plurality of emergency information circulation telegraphic messages which are separate from the safety telegraphic message that contains control information and which serve as a telegraphic message for transmitting emergency information. The devices which received the broadcast emergency- stop instruction apply the emergency stop instruction to the emergency information circulation telegraphic message to which the emergency stop instruction can be most quickly applied, and circulate the resultant telegraphic message.
