A flame retardant blast resistant reinforcement film for application to a structural wall or ceiling, the film comprising at least one flame retardant layer, at least one polymeric material layer, at least one energy absorptive or dissipative material layer, and an adhesive layer. The film has a puncture resistance of 3,000 - 25,000 psi.
