The present invention provides a relay device, a relay method and a relay program that are able to suppress an increase in power consumption accompanying the operation of an IC for communication or the like. A relay device according to the present embodiment is provided with a relay unit to which a plurality of communication lines are connected and which transmits a message received from one communication line to another communication line, thereby relaying the message, the relay device being provided with a switch for switching at least two communication lines included in the plurality of communication lines to a connected state in which the communication lines are directly connected or a separated state in which the communication lines are individually separated, and a relay rule switching unit for switching a message relay rule of the relay unit in accordance with the switching state of the switch. The relay device is further provided with a communication state detection unit for detecting the communication states of the communication lines, and switches the switch in accordance with the communication states detected by the communication state detection unit.
