A valve element (446) has: a loosely inserted wall portion (446b) that is loosely inserted into a connecting portion (445) further downstream than a valve seat (444a) and that causes a first communicating passage (446f) between the loosely inserted wall portion and the connecting portion to communicate into an inlet portion (444) while the valve is opened; a inserting tube (446c) that is inserted into the connecting portion further downstream than the loosely inserted wall portion and that is supported by the connecting portion so as to be able to slide; and a projecting ring portion (446d) that forms a second communicating passage (446g) that communicates with the first communicating passage from between the loosely inserted wall portion and the projecting ring portion across the inner circumferential side by protruding from the inserting tube toward the inner circumferential side. An outlet portion (447) communicates with the second communicating passage by penetrating to the inner circumferential side of the inserting tube further on the downstream side than the projecting ring portion. A valve spring (448) is positioned on the outer circumferential side of the outlet portion and on the inner circumferential side of the inserting tube and is locked to the projecting ring portion on the upstream side.
