[PROBLEMS TO BE SOLVED] It is an object to provide a remote control technique for making it possible to realize achievement of restrictive conditions and the firm following-up of a target value even in the case of a network with possible delay, loss, twist, etc. [MEANS FOR SOLVING THE PROBLEMS] This remote control system (100) includes a client side control unit (104) provided with a region setting unit (306), which sets at least two regions representing a set of states of a control subject (102) that changes over time by feedback control. A state evaluation information transmitting unit (301) transmits state evaluation information to evaluate the states of the control subject (102) in accordance with the region set by the region setting unit (306) to a host side control unit (103). A target value setting unit (408) in the host side control unit (103) sets a target value for the control subject (102) to change its state in the region set by the region setting units (306, 406). Further, a target value updating unit (410) updates a target value in accordance with the state evaluation information received from the client side control unit (104).
