Provided are: a resin dispersion electrolyte solution that makes it possible to form a uniform polymer gel electrolyte and has substantial dispersion properties (fluidity, dispersion stability) that make it possible for the polymer gel electrolyte to be applied to batteries of various shapes; a uniform polymer gel electrolyte that can be applied to batteries of various shapes; a production method for the polymer gel electrolyte; a secondary battery; and a production method for the secondary battery. According to the present invention, a polymer gel electrolyte and a secondary battery are obtained by filling a container with an electrolyte solution that includes vinylidene fluoride polymer particles that are dispersed in a non-aqueous electrolyte solution, heating or pressing and heating the electrolyte solution, and cooling the electrolyte solution to gel the electrolyte solution. The particles have a specific dispersion particle size, a specific melting point, and specific dispersion characteristics.
