Disclosed in embodiments of the present invention are a resource allocation method and apparatus, and a storage medium. The resource allocation method comprises: for user equipments, a base station configures or pre-configures a shared resource pool or a shared resource region for a user equipment in a first mode and a user equipment in a second mode, and a dedicated resource pool or a dedicated resource region only for the user equipment in the first mode; and after the base station receives resource requests from the user equipments, the base station allocates resources for the user equipments from the shared resource pool or the shared resource region or the dedicated resource pool or the dedicated resource region according to the condition of existence of available resources in the shared resource pool or the shared resource region. In the resource allocation method provided in the embodiments of the present invention, the user equipment in the first mode and the user equipment in the second mode can share resources, thereby improving the efficiency of resource utilization.
