Disclosed is a resource recycling method for a copper smelting residue, comprising the following steps: (1) mixing a copper blowing residue, a vulcanizing agent 1, a residue type modifier 1 and a reducing agent 1, smelting same to obtain a high-grade copper matte, a flue gas and a vulcanized-reduced residue, and subjecting the high-grade copper matte to blowing to recover copper; (2) mixing the vulcanized-reduced residue and the copper smelting residue, a vulcanizing agent 2, a residue type modifier 2 and a reducing agent 2, smelting same to obtain a low-grade copper matte, a flue gas and a furnace residue, and subjecting the low-grade copper matte to smelting to recover copper; and (3) collecting dust from the flue gases in step (1) and step (2) to obtain lead zinc-rich smoke dust, and recovering lead and zinc from the lead zinc-rich smoke dust by means of a lead zinc recovery system. In the present invention, by means of the synergistic treatment of a copper blowing residue and a copper smelting residue, valuable metals such as copper, lead and zinc in the copper smelting residue are efficiently enriched and recovered, and environmental pollution and waste of resources caused by the accumulation thereof are avoided.
