Disclosed in embodiments of the present invention are a resource scheduling method, base station, scheduler, program server and system. The method comprises: receiving, by a scheduler, a session start request message sent by a program server, wherein the session start request message carries a service area identifier (SAI) corresponding to a program source; sending the session start request message to a base station corresponding to the SAI; receiving a session start response message sent according to the session start request message by the base station; adding the base station to an IP multicast group; sending a resource scheduling message to the base station, wherein the resource scheduling message carries information of a resource of a multimedia broadcast multicast service single frequency network area (MA) allocated for the program source; and receiving a resource scheduling response message sent according to the resource scheduling message by the base station. It can be seen from above that as a clear mapping relationship exists between a program source and an air interface broadcast channel in a scheduler, the method can achieve the goals of full utilization of air interface broadcast channels and accurate delivery of programs to effectively increase the utilization rate of broadcast channel resources.
