A reversible plugging-recognizing power supply device (100) and a smart charging device, comprising: a power converter (10), a first electrical connector (11), a switch unit (12), a detection unit (13), and a control unit (14). The first electrical connector is suitable for mating with a second electrical connector (20) and is provided with a first terminal group. The second electrical connector is provided with a second terminal group. The switching unit is connected between the first electrical connector and an output end of the power converter. An input end of the detection unit is connected to the first electoral connector and used for detecting a mating state of the first and second electrical connectors. An input end of the control unit is connected to an output of the detection unit. A first output end of the control unit is connected to the switching unit and used for controlling, on the basis of the mating state, the switching unit to selectively connect terminals of the first terminal group to terminals of the output end of the power converter, thus allowing the order of the terminals of the first terminal group to be consistent with the order of terminals of the second terminal group. The reversible plugging-recognizing power supply device and the smart charging device implement automatic recognition of reversible plugging.
