Abstract:
Provided are a server and a system that are capable of taking actual road traffic conditions into account in order to generate road traffic information related to traffic congestion in a more suitable form. After the speed (V) of a vehicle has fallen below a reference speed (V1), traffic congestion conditions are estimated on the basis of the inference that the probability of the vehicle having escaped from the traffic congestion is high when the speed has surpassed a second reference speed (V2)(>V1). It is also stipulated as a requirement for estimating the traffic congestion state that the state in which the speed (V) of the vehicle surpasses the second reference speed (V2) be sustained either for the duration of a second specified distance or the duration of a second specified time (T2).
