A rolling-cut type drum flying shear comprises a rack (1) and a rolling-cut drum (2). The rolling-cut drum (2) is axially parallel and comprises an upper drum (21) and a lower drum (23) which are oppositely arranged up and down. The rolling directions of the upper drum (21) and the lower drum (23) are opposite; a rolling conveyor channel is formed between the upper drum and the lower drum by means of the clamping of the upper drum and the lower drum; an upper shear blade (22) is fixedly provided on the outer circumference side of the upper drum (21); a lower shear blade (24) is fixedly provided on the outer circumference side of the lower drum (23); the upper shear blade (22) is a curve extension structure obliquely extending from one end in the axial direction of the upper drum (21) to the other end along the outer circumference of the upper drum (21); the lower shear blade (24) is a curve extension structure extending obliquely from one end in the axial direction of the lower drum (23) to the other end along the outer circumference of the lower drum (23); the lower shear blade (24) and the upper shear blade (22) are arranged in an aligned manner and have opposite inclined rolling directions, so that when the upper drum (21) and the lower drum (23) rotate, the lower shear blade (24) and the upper shear blade (22) can be engaged with each other along with the rolling of the upper drum (21) and the lower drum (23), so as to shear strip steel fed between the upper drum (21) and the lower drum (23).
