Provided is an on-roof air-conditioning device (30) for a rail vehicle, the on-roof air-conditioning device capable of preventing raindrops and the like contained in vehicle exterior air introduced into the air-conditioning device (30) from a ventilation opening (38) from dripping from a return port (31) into the vehicle. An air-conditioning device (30) is mounted on the roof of a rail vehicle (10, 12, 14), is provided with: a return port (31) through which vehicle interior air in the rail vehicle (10, 12, 14) is taken into the air-conditioning device (30); a ventilation opening (38) which is provided in a side plate installed at an end in the width direction of the air-conditioning device (30) and along the longitudinal direction thereof and through which vehicle exterior air is taken into the air-conditioning device (30); an indoor heat exchanger (35); and an indoor blower (32) which supplies conditioned air into the vehicle, and is provided with, between the ventilation opening (38) and the return port (31), a duct (42) which changes the flow direction of the vehicle exterior air.
