Abstract:
A rotating device (1) has: a rotating unit (4) which is rotated by external force applied thereto; a rotation regulating unit (3) for regulating the rotation of the rotating unit (4) in one direction; and an attachment unit (2) to which the rotating unit (4) can be attached in a state allowing contact with a contact unit. By sliding the rotating unit (4) and the contact unit, a light reception unit (P) for receiving light for a solar panel is cleaned.
