The present application provides a rotor assembly and an electric motor. The rotor assembly comprises a first rotor core, a plurality of first permanent magnets, and a plurality of second permanent magnets, wherein the first rotor core comprises a first core body, a plurality of first slots, a plurality of second slots, and first flux barriers; the plurality of first slots and the plurality of second slots are alternately arranged in the circumferential direction of the first core body; the plurality of first slots respectively extend to gaps between two adjacent second slots among the plurality of second slots; the first flux barriers are arranged between first slots and second slots, which are adjacent to each other, among the plurality of first slots and the plurality of second slots; the plurality of first permanent magnets are respectively arranged in the plurality of first slots; and the plurality of second permanent magnets are respectively arranged in the plurality of second slots.
