A route calculation control device having: a calculation unit for calculating, on the basis of a policy that corresponds to a section including a start node designated in a use request for resources of a physical network in which different policies pertaining to resource allocation are applied for each section, a route from the start node to an end node designated in the use request, the start node and end node being designated from among a plurality of nodes constituting the physical network; and a control unit for replacing the start node with a first node, included in the section, that is different from the start node among the nodes that constitute the route calculated by the calculation unit, and causing the calculation unit to calculate the route to the end node, whereby the route calculation control device enables resource allocation to a network that includes a plurality of sections to each of which different policies are applied.
