A real-time kinematic (RTK) measuring device (200) and system. The RTK measuring device (200) comprises: a support rod (1); an RTK antenna device (2), mounted on the top of the support rod (1); a support stand (3), connected at a middle portion of the support rod (1) and used for supporting the support rod (1), such that the support rod (1) can be in an upright state; a hanger (4), disposed at a tail end of the support rod (1) for hanging a battery (100); and a wire, disposed in and passing through the support rod (1), one end thereof being electrically connected to the RTK antenna device (2), the other end thereof being provided with an electrical connector for electrically connecting to the battery (100). When the battery (100) is hung on the hanger (4), the electrical connector can be electrically connected to the battery (100), such that the battery (100) can be used as a balance weight for the support stand (3) while supplying power to the RTK antenna device (2). With the hanger (4) disposed at the tail end of the support rod (1) to hang the battery (100), the weight of the battery (100) functions as a balance weight for the support stand (3) while supplying power to the RTK antenna device (2), thus ensuring the stability of the support stand (3).
