Provided are a rubber article reinforcing steel wire that is superior to conventional ones regarding bending fatigue and has a flat cross-sectional shape, and a rubber article using the same. A rubber article reinforcing steel wire (10) has a major diameter and a minor diameter that are substantially orthogonal to each other. Let the major diameter be "W", the minor diameter "T", a straight line that passes the center in the width direction in the major diameter and that is parallel to the minor diameter direction "L1", a straight line that passes the center in the width direction in the minor diameter and that is parallel to the major diameter direction "L2", and a point at which L1 and L2 intersect "center point C". Let a region within 1/2 of the distance from the center point C to a top surface be "center region Rc", and a region outside the center region Rc "top surface region Rs". Then, it is assumed that the Vickers hardness Hvc of the center region Rc is greater than the Vickers hardness Hvs of the top surface region Rs. Further, let the Vickers hardness on L1 in the top surface region Rs be "Hv1", and the Vickers hardness on L2 in the top surface region Rs "Hv2". Then, the relationships expressed by the following expressions are satisfied: Hvc-Hv1≤150 Hvc-Hv2≤150 Hv1/Hvc×100≥85.11 Hv2/Hvc×100≥79.84
