The present invention relates to a sandwich panel and a method of fabricating the sandwich panel, which is environmentally friendly and effectively prevents fire and the spread of fire. Furthermore, the sandwich panel has excellent sound isolation, heat retention, and heat insulation. A method of fabricating a sandwich panel according to an embodiment of the present invention includes: an exterior board-forming step in which boards are cut to the same size so as to form exterior boards (10 and 10'); a panel mold frame-forming step in which two or three sides (the top, bottom, left, and right sides) of a space between the exterior boards are closed, respectively, with side surface materials (11) to open one or two of the top, bottom, left, and right sides, thereby forming a panel mold frame (20); a filler-forming step in which chaff that is thermally insulated and is flame resistant is mixed with a nontoxic inorganic binder and is then molded to a size corresponding to an inner size of the panel mold frame, thereby forming a filler (40); and a panel-completing step in which a receiving portion of the panel mold frame is filled with the filler through the one open side or any one of the two open sides, and then, the one or two open sides are closed and sealed with the side surface materials (11) to complete the sandwich panel (50).
