Abstract:
A satellite constellation formation system forms a satellite constellation (20) that includes two orbital planes which have differing normal-line orientations and in which the same number of satellites travel. A satellite constellation formation unit gradually varies the orbital height of either of the two orbital planes, while maintaining a state in which satellite passing timings are offset, on the basis of the state in which the satellite passing timings at which satellites traveling in each orbital plane pass are offset at a point (Pc) near the intersection point of the two orbital planes on each of the two orbital planes.
