A scanned image correction apparatus and method, and a mobile scanning device. The scanned image correction apparatus (100) comprises: an image acquisition module (110) for acquiring a scanned image of a detected object during a scanning process of scanning the detected object using a mobile image scanning device, so as to determine an image parameter of the scanned image; an arm swing detection module (120) for detecting, during the scanning process, a displacement offset amount of a detector arm in a designated direction and establishing an arm swing model of the detector arm, so as to fit a function relationship between the displacement offset amount of the detector arm and the time during the scanning process; and an image parameter correction module (130) for determining, by means of the arm swing model and the image parameter of the scanning image, a change relationship of the image parameter of the scanning image varying with the displacement offset amount of the detector arm and correcting the scanned image based on the change relationship.
