Provided is a scraper-cutter for wallpaper comprising the following: a fixed plate that functions as a joint knife comprising a partial circular plate that is less than a half circle and a scraper section that extends toward the chord tip of the plate; and a rotating-type cutter unit having an arc-shaped outer edge that is rotatable while sliding along the inside of a wall surface that rises up from an arc-shaped edge part of the fixed plate and also having a cutter blade with left and right blades for cutting wall paper which are housed and fixed independently and so as to be moved in and out towards a corner of the scraper section of the fixed plate and also to be replaceable, comprising a partial circular plate that has the aforementioned outer edge and is smaller than the fixed plate, and further having appropriate operation levers. The fixed plate and the rotating-type cutter unit are combined so as to not impede the scraper function of the scraper section of the fixed plate and so that the cutter unit is rotatable in relation to the fixed plate in a range of no more than 10° to the left and right. The scraper-cutter for wallpaper can serve as both a joint knife and a cutter and can be operated by one hand.
