Disclosed are a seawater pollution monitoring device and method. With regard to the existing problems of seawater at different depths being unable to be tested and the seawater pollution condition being unable to be accurately reflected when seawater pollution is tested, the following solution is provided, wherein the monitoring device comprises a hull (1), the tail part of the hull (1) is provided with a propeller (32), the top of the hull (1) is provided with a cabin (2), a support is fixedly installed at the top of the hull (1), a top plate (3) is fixedly installed at the top of the support, a movable plate (4) is slidably installed at the bottom of the top plate (3), a winding shaft (6) is rotatably installed on one side of the movable plate (4), a winding rope (8) is arranged on the winding shaft (6), and a wireless electric motor (9) is fixedly installed at one end of the winding rope (8), such that seawater at different depths can be conveniently tested, the seawater pollution condition can be understood more comprehensively, and also the interior of a test box (16) can be conveniently cleaned, and the test result is prevented from being affected by seawater residue.
