This secondary battery state detecting device for estimating an SOH indicating a degree of deterioration of a secondary battery (10) comprises: a detecting unit (20, 30, 60, 70) for detecting information indicating a battery state of the secondary battery; a training unit (75) for training an SOH estimation model for estimating the SOH; a storage unit (50) in which the SOH estimation model is stored; a computing unit (80) for computing the SOH using the information indicating the battery state of the secondary battery, detected by the detecting unit, and the SOH estimation model stored in the storage unit; and an output unit (85) for outputting an estimated result of the SOH obtained by the computing unit. The SOH estimation model trained by the training unit is built by synthesizing a regression model employing a variance-covariance matrix, using SOH information and information that indicates the battery state and that has a high correlation with the SOH, from among the information indicating the battery state of the secondary battery, as training data, using the SOH information as an output, and using the information that indicates the battery state and that has a high correlation with the SOH as an input.
