The configuration of the preamble of a MIMO system is selected. A storage unit (116) is stored with a preamble signal specified in a conventional system and a preamble signal specified in the MIMO system. A monitor unit (112) monitors the presence of a communication device corresponding not to the MIMO system but to the conventional system. A transmission path characteristic acquisition unit (114) extracts the characteristics of a wireless transmission path between itself and a receiving device. Furthermore, on the basis of a monitor result at the monitor unit (112), a selector unit (110) selects a packet format. On the basis of the characteristics of the wireless transmission path extracted by the transmission path characteristic acquisition unit (114), the selector unit (110) selects the arrangement of an LTS.
