A sending method for Quality of Service (QoS) priority information and a Policy Decision Functional Entity (PD-FE) and a Transport Resource Control Functional Entity (TRC-FE) are provided. The method includes the following steps. The PD-FE receives a resource request from a Service Control Functions (SCF) entity. The PD-FE generates the second layer QoS priority information according to user’s subscription information and the network layer QoS information. The PD-FE sends the second layer QoS priority information to the Customer Premises Network (CPN) Gateway Policy Enforcement Functional Entity (CGPE-FE). The method, the PD-FE and the TRC-FE enable the bridged home gateway to use the second layer QoS priority information efficiently, and ensure the QoS of the uplink flow.
