[Problem] To provide a technology that can execute flexible virtual-machine control. [Solution] According to the present invention, a server is characterized by including a first means that, using a plurality of virtual machines that respectively correspond to a plurality of network functions that are executed at a network node, is capable of operating the plurality of network functions, and a second means that, on the basis of tag information that is attached to a received signal, is capable forwarding the signal to the virtual machine that operates the network function that corresponds to the signal.
