A service monitoring server, if a received service identifier includes a first character string, classifies received service performance values into a first group, defines a baseline for the first group on the basis of the received service performance values, receives an identifier and performance values for the first service, and if the identifier for the first service includes a first character string and the performance values for the first service exceed a predetermined range that includes the baseline for the first group, retains the identifier and the performance values for the first service, and receives an identifier and performance values for a second service. If the identifier for the second service includes the first character string, the performance values for the second service exceed a predetermined criterion based on the baseline for the first group, and the identifier for the first service includes a second character string other than the first character string which is included in the identifier of the second service, then a character string that includes the first character string and the second character string is output as a candidate for a character string assigned to a new group.
