[Problem] To provide a service recovery system and a service recovery method that can be automatically executed without involvement by a maintenance person. [Solution] A service recovery system according to the present invention is configured to: assign priorities to handling procedures of a handling procedure group that comprises one or more handling procedures and that is for making a recovery from failure of a network service by means of recovery scripts; determine whether or not, regarding the handling procedures of the handling procedure group in order of the priorities, the number of affected users and a service stop time period of the network service by execution of the recovery scripts corresponding to the handling procedures satisfy the maximum permissible number of affected users and the maximum permissible stop time period in service quality assurance conditions of the network service, to thereby determine whether or not the recovery scripts corresponding to the handling procedures can be executed; and, when failure of the network service has occurred, perform automatic execution of the recovery script the execution of which has been determined to be possible, to thereby make a recovery from the failure of a network element and to make a recovery from the failure of the network service.
