The present invention includes a closed cross section-forming half part formation step in which a closed cross section-forming half part (17, 18) is formed by press-molding a steel plate blank into a hat-shaped cross section having a hat section (17a, 18a) and a pair of brim sections (17b, 18b). The present invention also includes a closed cross section-forming body formation step in which at least two closed cross section-forming half parts are combined and a plurality of closed cross section-forming bodies connected by connection pieces (15) in the lengthwise direction are formed. The hat sections have at least one pair of corner ridges orthogonal to the lengthwise direction. The closed cross section-forming bodies have a connection piece (15) aligned with the top surface or the bottom surface of a hollow body (14), and the connection pieces (15) are arranged in the lengthwise direction so as to be offset vertically with respect to the centroid of the hollow body (14).　An inexpensive shock-absorbing member in which steel plates serve as a material can thus be produced with high productivity.
