Provided in the embodiment of the present invention are a short message monitoring method, a device and a monitoring center. Receiving a monitoring request, and performing short message monitoring according to the monitoring request, the monitoring request carrying a short message content of a to-be-examined short message; on the basis of the short message content of the to-be-examined short message, matching a same kind of short message having identical content as the content of the to-be-examined short message among all short messages received within a specified duration; and when it is determined that the same kind of short messages are sent centrally in a specific calling area, then it is considered that the to-be-examined short message and the same kind of short messages belong to illegal short messages. With the solution of the embodiment of the present invention, it is possible to effectively solve the problem in the prior art that the illegal short message cannot be accurately determined and that the behavior of multi-card low frequency transmission cannot be effectively monitored, so as to achieve effective monitoring of multi-card mass texting behavior, and improve the user experience.
