The present invention relates to the field of communications. Disclosed are a signaling sending method, a reference signal sending method, a device, and a system. The method comprises: an access network device detects whether communication of a terminal device in a first frequency band satisfies a predetermined condition; and the terminal device sends a reference signal in a second frequency band after receiving a predetermined instruction. By sending a reference signal by a terminal device in a second frequency band when the communication between the terminal device and an access network device in a first frequency band satisfies a predetermined condition, the problem of low reference signal sending efficiency of an access network device when the networking environment is complex is solved. The reference signal sending efficiency of the terminal device is improved and power consumption required when the terminal device sends a reference signal in the second frequency band is reduced, since the reference signal can be sent by the terminal device, and can also be selectively sent in the second frequency band according to the specific communication condition of the first frequency band.
