The present invention provides an SIM card holder and a user terminal. The SIM card holder comprises an outer housing, a first terminal, a second terminal and a card tray that are disposed on a circuit board. The outer housing is provided with an accommodating chamber capable of accommodating the card tray. The accommodating chamber is provided with an opening for allowing the card tray to be inserted. The card tray is provided with a first SIM card slot used for placing a first SIM card and a second SIM card slot used for placing a second SIM card, and the first SIM card slot and the second SIM card slot are vertically overlapped. The first terminal and the second terminal are both disposed on the inner wall of the accommodating chamber. When the card tray is inserted into the accommodating chamber, the first terminal and the second terminal are respectively located on the two sides of the card tray and are respectively connected to a contact of a first SIM card and a contact of a second SIM card located in the card tray. By means of the present invention, the SIM card holder can occupy a smaller area on the circuit board in the user terminal.
