Provided are a simulated wheel device and a vehicle testing device capable of testing, in a more accurately simulated state, the state of an axle when an actual vehicle is travelling on a road. A simulated wheel device (1) is provided with a simulated wheel (11) and a movable base (12). The simulated wheel (11) is attached to a wheel hub of a vehicle in place of a wheel having a tire, and the simulated wheel (11) has: a hub linking part (112) which is provided with a hub attachment structure that can be attached to a hub in place of a wheel having a tire, and is also provided with, at the outer surface side thereof, a joint attachment structure to which a joint can be attached; and a tire mounting part (111) which has a bearing interposed between coaxial hub linking parts, encloses the hub linking parts, further encloses the peripheral surface of the hub, and receives the mounting of a tire at a portion enclosing the peripheral surface of this hub. The movable base (12) can move parallel to the floor surface and fixes the simulated wheel (11) in a state in which rotation of the tire mounting part (111) is controlled.
