The present invention relates to a skin-whitening cosmetic composition, and more specifically, to a skin whitening cosmetic composition prepared by containing nano-sized titanium dioxide and arbutin having skin whitening effects, as skin-whitening active ingredients. When the cosmetic composition according to the present invention is coated on the skin of a face, arbutin, which is one of the contained active ingredients, suppresses the generation of excessive melanin in skin cells, thereby alleviating liver spots, freckles, and the like and providing skin-whitening effects. In addition, the present invention contains, as an active ingredient,titanium oxide, which can provide whitening effects when exposed to light, and thus has an advantage of providing skin-whitening effects particularly outdoors.
