The present invention relates to a smart water tank device and a safety system therefor, in which a remote monitoring and lock device is installed to prevent a person other than a person concerned from accessing a water tank, such as a reservoir and a village water supply. The present invention comprises: a proximity sensor for sensing proximity of an object; an RFID recognition unit for recognizing an RFID identification signal of a proximate RFID card; a door lock unit for operating an open and lock function of a door formed at one side of a water tank; a display unit for displaying a state of the water tank; a water level detection sensor for measuring a water level of the water tank; a water quality detection sensor for measuring a contamination degree of water in the water tank; and a control unit for, when the proximity sensor senses the proximity of an object and the RFID recognition unit recognizes an RFID card at the same time, displaying a water level and a water quality state inside the water tank, which are measured by the water level detection sensor and the water quality detection sensor, on the display unit and outputting an open signal to the door lock unit.
