A plurality of instruments installed in each rail car are monitored and controlled by a control device installed in the respective rail car, and a display device capable of displaying the instrument information of each instrument is installed in a cab. The display screen of the display device is configured by arranging a plurality of display components that are capable of displaying the instrument information of each of the plurality of instruments. A software generation device 1 determines the positions of the plurality of display components to be arranged on the display screen, automatically generates the layout design data of the display screen, and automatically generates software for generating the display screen on the basis of the layout design data. If a plurality of the same type of instruments are monitored and controlled by the same control device, the positions of the plurality of display components displaying the plurality of instruments are determined according to arrangement rule information, which indicates an exceptional rule.
