The present invention discloses a soil nailing construction method characterized by comprising: a step of manufacturing an expanding reinforcing member (100) designed to expand when a hydraulic fluid enters the internal hollow space thereof; a boring step of forming a bored hole (1) in a sloped surface; an embedding step of embedding the expanding reinforcing member (100) into the bored hole (1); an expanding step of introducing hydraulic fluid into the hollow space of the expanding reinforcing member (100) to expand the latter; a cutting step of cutting the front end of the expanding reinforcing member (100) that is expanded to form a cut open portion (101); and a reinforcing step of forming a combined structure of a core (150) and a grout (G) for the hollow space of the expanding reinforcing member (100) through the cut open portion (101). Thus, the collapsing of a sloped surface during construction can be prevented, and a safer sloped surface reinforcing structure can be obtained.
